CELAC Favors Legally-Binding Agreement at COP21

Paris, Dec 8 (Prensa Latina) The Community of Latin American and Caribbean States (CELAC) on Tuesday favored a legally-binding agreement as a result of the United Nations Conference on Climate Change (COP21) being held here.
The accord must limit global warming between 1.5 and 2 degrees Celsius and must establish the industrialized nations' contribution to financing and technology, said Ecuadorean Environment Minister Daniel Ortega, whose country holds the pro tempore presidency of CELAC, at the high-level segment of the meeting.
In that regard, he called on the developed countries to comply with their commitments in terms of financing and providing resources and technology in the period leading to 2020, when the Paris summit's outcome agreement will come into force, and to maintain the continuity of the adaptation to climate change fund beyond that year.
Climate change compromises the possibilities of the countries of the region to eradicate poverty and achieve development, he stressed.
Ortega noted the need for the agreement to give an effective, appropriate and fair response to that phenomenon through a legally-binding instrument implemented by all parties.
He noted that the beginning of common but differentiated responsibilities must be applied to all signatories of the pact.
