This circle was founded by Fidel Castro in July 1988, when the XXXV anniversary of the assault on the Moncada barracks is an electoral college in the 431 and 675 districts of that Santiago district, located a few kilometers from the Siboney Grange.
Floraida Cumbá Leyva and Angela Espinosa Isaac, presidents of the College, stressed that since they opened the premises, members of the community came to exercise their signature voluntarily, patentizing loyalty to the historic leader of the Revolution.
