Kiev, Sep 3 (Prensa Latina) The leader of the insurgent Donetsk People''s Republic (DPR), Alexandr Zakharchenko, qualified as "rumor" the news regarding a referendum on the accession of the territory to Russia, published by Ukrainian media.
They are rumors. We will celebrate the elections on October 18th. If there is need for a referendum, I will inform of it personally, he said, quoted by the News Agency of Donetsk (AND).
Zakharchenko insisted that the version, released yesterday by the Ukrainian media , does not correspond to reality.
Regarding the draft of the constitutional reform approved recently in first reading by the Ukrainian Parliament, and being discussed for a second review, he considered it has nothing to do with the agreements of February 2015 in Minsk.
To this date, none of the points of the document signed in Minsk has been fully implemented by Kiev, he said.
He stressed that the military matériel has not been retired from the line, however, it has grown in number, and neither the amnesty law was adopted by the Supreme Rada (parliament), he criticized.
Regarding the constitutional reform in the area of decentralization, he was emphatic in describing it as 'a farce'.
Such a rule, which has caused the death of people in front of the headquarters of the Rada, is not only out of line with the agreements of Minsk, but contradicts them directly, warned the insurgent leader.
Zakharchenko expressed once again that in line with Minsk-2, Ukraine must negotiate changes in the Basic Law with the representatives of the rebel territories.
He deplored that, however, Kiev has not taken any steps in that direction, despite their openly provocative statements.
The leader of the DPR said that recent public statements by Ukrainian president, Petro Poroshenko, undoubtedly show again that Kiev has not heard, and it seems it will not hear, the voice of Donbass (rebel Ukrainian southeast).
He noted that the position was visible in talks of Poroshenko with the Special Representative of the Organization for Security and Cooperation in Europe and in the Trilateral meeting of the Contact Group on the implementation of the peace plan for southeastern Ukraine.
