putin poroshenkoKiev, Oct 2 (Prensa Latina) A meeting between Presidents Vladimir Putin and Petro Poroshenko might occur, outside the meeting of heads of state of the Normandy Quartet to be held today in Paris, according to a Ukrainian official source.
The deputy head of the Presidential Administration, Konstantin Yeliseyev, said in a news conference that Russia requested a meeting "tête à tête", according to Ukrinform.

We have a request from the Russian side, but it is under consideration, said Poroshenko's assistant.

Yeliseyev did confirm that before the meeting of the Quartet of Normandy, the millionaire-become-ruler will talk privately with the François Hollande.

In Moscow, Dmitri Peskov, Putin's press adviser, did not confirm the request announced in Kiev, explaining that in Paris the Kremlin only expects progress in implementing the agreements reached on February 12th in Minsk, with the approval of leaders of Germany, France, Russia and Ukraine.

He told reporters that the understandings, also known as Minsk-2, have specified the deadlines, and prioritized those or other actions that prepare the ground for a definitive optimism. However, we note a certain stagnation in the implementation of the agreements, he said.

Peskov said there is hope to find some way to ensure there is no room for misinterpretation or double readings, as President Putin said.

The head of the Kremlin recalled yesterday in a meeting with the Presidential Human Rights Council, that the law on the special status for the insurgent People's Republics of Donetsk (PDR) and Lugansk (PRL) never entered into force, and is one of the points breached by Kiev.

The main thing is to put the law into effect; signing it is a matter of secondary importance, Peskov told reporters.

Whether or not it requires a signature or any other action is an internal problem of Ukraine. But this law should be adopted, he said emphatically.

The presidential spokesman stressed the importance of complying with the provisions of the agreements that the whole process should be coordinated with the representatives of Donbass (southeastern Ukraine), unfinished business of Kiev's, according to criticisms by the rebel leaders themselves.

According with the agreed upon in Minsk, Kiev was to discuss with the insurgents the future special status of the rebel regions, approve an amnesty for all participants in the civil war, and give guarantees of restoration of socio-economic relations in Donbass, all of which is still pending.
